a. Candidates should carefully read the instructions in this Employment Notice for filling up application form. Candidates may also log on to RRC website i.e www.rrcwr. com for detailed notification.
b. Applications can be downloaded from our website only mentioned above (preferably using Internet Explorer/Mozilla Firefox/Google Chrome Browser) after filling in basic details. Since each downloaded application shall have its unique registration number, it may be noted that applications submitted in any other format shall not be accepted. After filling the details on the site, candidates will be informed if their application has been accepted or not. For all accepted applications a UNIQUE REGISTRATION NUMBER shall be generated which the candidates need to use for printing the application from the print application link, challan form (if required) from print challan link and for any future reference with RRC.
c. Candidates should PASTE their colored passport size (3 cm x5 cm) photograph on the downloaded application. Candidates to sign on the photograph in a manner that part signature is on the application and part on the photograph not covering the face. They must submit one additional identical passport size photographs with the application also They should mention their Registration Number, Name and date of birth on the back of the additional photograph attached alongwith the application
d. Particulars of fee payment should be filled in the space provided.
e. Candidates are required to write the paragraph mentioned in the downloaded application in English or Hindi in their own running handwriting in the space provided for the same. Visually Handicapped candidates are exempted from writing the paragraph.
f. They should fill in the list of enclosures attached with the application in the space provided.
g. All applications should be accompanied by necessary list of enclosures like RRC copy of Challan (if required), educational qualification certificate, age proof, caste proof, minority certificate, income proof (if required), disability certificate.
h. All certificates (Caste Certificate, Income Certificate, Minority Certificate, Disability Certificate, etc) to be in prescribed format are available on our website and can be downloaded by the candidate. Certificate in any other format than that available
on the website shall not be accepted.
i. OBC candidates to submit current OBC certificate with the creamy layer clause to be treated as OBC candidates.
j. Candidates should provide their clear and complete left thumb impression in the space provided and also put their signature (NOT in BLOCK LETTERS) in the application. They should fill the date and place in the space provided
k. Signature of the applicant must be specific so that same may not be copied easily. Signatures in “capital letters” or “open letters” will not be accepted and the applications having such type of signatures will be rejected summarily.
l. Candidate should mention “Application For Posts in Pay Band‐I of Rs.5200‐20200 with Grade Pay of 1800 – Western Railway” on the top of the envelope containing the application. Each cover should contain one application only. In case more than one application’s are sent in one cover, all such applications will be rejected.
m. The candidate should send the application duly filled in along with required documents/enclosures by ORDINARY POST, so as to reach RRC‐WR office within the closing date positively. Application received after due date, for any reason whatsoever, will not be considered. Applications sent by Speed post / Courier / Registered AD envelopes shall not be acknowledged.
n. Candidates who have been debarred from appearing in any of the Railway Recruitment Board Examinations/Railway Recruitment Cells need not apply unless their debarration period expires by the Closing date.
o. SERVING EMPLOYEES: A candidate serving under any Government or Public Sector Enterprise/Undertaking including Railways or Quasi Administrative Government offices/Organizations and institutions should either apply through proper channel with duly certified service details by the employer or directly to RRC‐WR with “No Objection Certificate” from the employer concerned. In addition, an advance copy of such application complete in all respects may be sent superscribing on the top of the application “ADVANCE COPY” so as to reach RRC‐WR before the closing date and time specified. Advance copy of the application will be entertained provided the application through proper channel is received in the RRC‐WR Office within 15 days from the closing date for which the entire responsibility would be of the candidate.
p. PERSONS WITH DISABILITIES (PWD): The suitability of a post for persons with disability has been indicated against each post. In case of some posts, certain vacancies are specifically reserved for them. However, they may also apply as normal candidates against the vacancies earmarked for their respective community i.e. SC/ST/OBC, for those posts which have been identified suitable for persons with disabilities even if no separate vacancies are earmarked for them.
i. DEFINITIONS: Definitions of categories of disabilities for the purpose of recruitment are given below:
a) BLINDNESS: ‘Blindness’ refers to a condition where a person suffers from any of the following conditions, namely: (i) total absence of sight; or (ii) visual acuity not exceeding 6/60 or 20/200 (snell) in the better eye with correcting lens; (iii) limitation of the field of vision subtending an angle of 20 degrees or worse; (b)
b) LOW VISION: “Person with low vision” means a person with impairment of visual functioning even after treatment or standard refractive correction but who uses or is potentially capable of using vision for the planning or execution of a task with appropriate assistive device.
c) HEARING IMPAIRMENT: means loss of sixty decibels or more in the better ear in the conversational range of frequencies.
d) LOCOMOTOR DISABILITY: means disability of the bones, joints or muscles leading to substantial restriction of the movement of the
limbs or any form of cerebral palsy.
e) CEREBRAL PALSY: means a group of non‐progressive conditions of a person characterized by abnormal motor control posture resulting from brain insult or injuries occurring in the pre‐ natal, peri‐natal or infant period of development.
f) All the case of orthopedically handicapped persons would be covered under the category of “Locomotor Disability or Cerebral Palsy.”
g) DEGREE OF DISABILITY FOR RESERVATION: Only such persons shall be eligible for reservation in services/ posts who suffer from not less than 40 percent of relevant disability. A person who wants to avail the benefit of reservation under Handicap quota will have to submit a Disability Certificate issued by a Competent authority given in Annexure ‐ IV and can be downloaded from the website.
h) COMPETENT AUTHORITY TO ISSUE DISABILITY CERTIFICATE: The competent authority to issue Disability Certificate shall be a Medical Board duly constituted by the Central or a State Government for locomotor/cerebral/visual/hearing disability, as the case may be.
i) SCRIBE: Visually Handicapped candidates/those candidates whose writing speed is affected by Cerebral Palsy can avail the assistance of SCRIBE for writing answers on their behalf. For engaging the SCRIBE, the candidate will have to suitably inform the RRC in advance as per Annexure ‐ V. The engagement of SCRIBE will be subject to the following conditions:
a. The candidates will have to arrange their own SCRIBES at their own cost during the examination. Separate Admit Cards will be issued to the SCRIBES accompanying the Visually Handicapped candidates. Admit cards should contain the particulars and photograph of the SCRIBE duly signed by him/her.
b. The academic qualification of the SCRIBE should be one grade below the qualification prescribed for the post for which recruitment is being made.
c. The SCRIBE can be from any academic discipline different from that of the candidate.
d. The candidates as well as the SCRIBE will have to give a suitable undertaking (Annexure‐V) along with the application conforming that the SCRIBE fulfills all the stipulated eligibility criteria for a SCRIBE as mentioned above. In case it transpires later that he/she did not fulfill any of the laid down eligibility criteria or there has been suppression of material facts, the candidature of the applicant will stand cancelled irrespective of the result of the examination. The Visually Handicapped candidate shall be responsible for any misconduct on the part of the scribe brought by him/her. The undertaking, as given in the Annexure‐V, should be submitted by the Visually Handicapped candidates/candidates whose writing speed is affected by Cerebral Palsy, along with his/her application.
j) All one eyed candidates and VH candidates whose visual degree of disability is less than 40% shall not be considered as Visually Handicapped persons and the provision for engaging SCRIBE shall not be applicable to them.
ii. CONCESSIONS AVAILABLE to PWD’s:
a) FEE EXEMPTION: Persons with disabilities are exempted from payment of examination fee irrespective of the fact whether the post is reserved or identified as suitable for PWDs.
b) AGE RELAXATION: Relaxation of 10 years in upper age limit applicable irrespective of the fact whether the post is reserved or not, provided the post is identified as suitable for PWDs. In addition, the candidates belonging to OBC and SC/ST are eligible for normal relaxation of 3 and 5 years respectively also.
q. CANDIDATES belonging to ANDAMAN, Nicobar Islands, Lakshwadeep Islands, J&K: Such candidates should enclose a certificate of domicile in Andaman, Nicobar & Lakshadweep Islands and J&K from an appropriate authority of the Andaman & Nicobar administration or Lakshwadeep administration or J&K administration or a certificate from a school or college last attended in Andaman, Nicobar & Lakshadweep and J&K certifying that the candidate has passed his examination from the School/College situated in Andaman Nicobar, Lakshadweep, J&K.
r. ENCLOSURES with the application: are to be firmly sticthed along with the application. Certificates not in HINDI/English should be translated in Hindi or English along with self attested Xerox copies of the originals. Necessary enclosures are:
i. One identical passport size latest colored photographs (Photograph should be without wearing cap, goggles, spectacles and should have a straight face). Online application Registration No., Name and DOB be written on the back of the photographs. Your photograph, Signature & Address are to be scanned by a machine. The machine recognizes only good quality of photograph with light color background.
ii. AGE PROOF
iii. Matriculation Certificate/ITI certificate from NCVT or SCVT
iv. RRC Copy of Challan (for candidates not seeking fee exemption) duly attested by bank authorities.
v. Caste Certificate (for OBC/SC/ST candidates)
vi. Minority Certificate (For non Hindu candidate seeking fee exemption).
vii. Income Certificate (For economically backward class candidates having annual income less than Rs 50,000/‐ for seeking fee exemption).
viii. Disability Certificate (for PWD’s).
ix. Scribe Certificate (for Visually handicapped candidates or candidates with cerebral palsy wanting to avail the facility of Scribe during examination.
x. Domicile Certificates: for candidates from Andamans, Lakshwadweep islands and J&K.
xi. NO OBJECTION CERTIFICATES from Employer: for serving employees.
s. LIST OF AUTHORITIES EMPOWERED TO ISSUE CERTIFICATES OF VERIFICATION: District Magistrate / Additional District Magistrate / Collector / Deputy Commissioner / Deputy Collector / Ist Class Stipendiary Magistrate / City Magistrate / Sub Divisional Magistrate / Taluka Magistrate / Executive Magistrate / Extra Assistant Commissioner (Not below the rank of Ist Class Stipendiary Magistrate) 2. Chief Presidency Magistrate / Additional Chief Presidency Magistrate / Presidency Magistrate 3. Revenue Officers not below the rank of Tehsildar. 4. Sub Divisional Officer of the area where the candidate and / or his family ordinarily resides. 5. Administrator / Secretary to Administrator / Development Officer (Lakshadweep islands).
t. ONLY ONE APPLICATION: Each candidate should send only one application. Candidates sending multiple applications shall not be considered
u. Candidates are advised to keep a Xerox copy of their application (along with enclosures) with unique registration number with them for future reference.
