Recruitment of Workmen in Semi-skilled Grade for Ordnance Factory Nalanda (Adv No OFRB/2012/2)
Separate applications are invited from eligible candidates for appointment as Workmen in semiskilled grade for Ordnance Factory Dumdum/ Nalanda.
Separate Examinations will be held on different dates for both factories.

Note: The candidates who have been debarred for life from all OFRB/ Ordnance Factories examinations and the candidates, who have been debarred for a specified period which is not yet completed, need not apply in response to this Employment Notice. Their candidature will be rejected as and when detected.
*Against the vacancies for Ordnance Factory Dum Dum, candidates having NAC/NTC, in the trade of ‘Mechanic Machine Tools Maintenance, will be considered for the post of Millwright and candidates having NAC/NTC, in the trade of Machinist, will be considered for the posts of Machinist, Examiner and Miller. Preference in this respect will be obtained from the short listed candidates after declaration of written test results.

@ NAC/NTC Trades of Attendant Operator (Chemical Plant) will considered for Post of CPW. $ NAC/NTC Trades of Material Handling Equipment Mechanic cum Operator will be considered for the Trade of OMHE.
^For the post of Examiner, there will be a common selection list for sub trades of Filling & Proof & Test. Preference in this respect will be obtained from the short listed candidates after declaration of written test results. NAC/NTC Trades of Attendant Operator (Chemical Plant), Laboratory Assistant (Chemical Plant) , Chemical Laboratory Assistant will considered for Post of Examiner.
# NAC/NTC Trades of Electronic Mechanic, Mechanic Industrial Electronics, Instrument Mechanic, Advanced Mechanic Instruments, Instrument Mechanic (Chemical Plant) will be considered for the Trade of FITTER (ELECTRONICS & INSTRUMENT).

4. ELIGIBILITY CRITERIA:
A candidate must be a citizen of India.

Candidates who wish to be considered against vacancies reserved/or seek age-relaxation must submit requisite certificate from the competent authority, in the prescribed when such certificates are sought by OFRB. Otherwise, their claim for SC/ST/OBC/ExS status will not be entertained and their candidature/applications will be considered under General (UR) category.
The formats of the certificates are annexed.
Certificates obtained in any other format will not be accepted.
Candidates claiming OBC status may note that certificate on creamy layer status should have been obtained within three years before the closing date.
Ex-Serviceman: Only those candidates shall be treated as Ex-Serviceman who fulfill the revised definition as laid down in Government of India, Ministry of Home Affairs, Department of Personnel and Administrative Reforms Notification No.36034/5/85/ Estt(SCT) dated 27th October, 1986 as amended from time to time.
Note: a) For any serviceman of the three Armed Forces of the Union to be treated as Ex- Serviceman for the purpose of securing the benefits of reservation, he must have already acquired, at the relevant time of submitting his application for the Post / Service, the status of ex-serviceman and /or is in a position to establish his acquired entitlement by documentary evidence from the competent authority that he would complete specified term of engagement from the Armed Forces within the stipulated period of one year from the CLOSING DATE.
b. (i) Candidates, who are released / retired from Armed Forces, are required to submit a certificate as per Format ‘E’ attached to this advertisement,
(ii) The candidates, who are still serving in Armed Forces and desirous of applying under Ex-Serviceman category will be required to submit a certificate (Proforma ‘B’) from the competent authority showing his/her date of completion of the specific period of engagement (SPE) along with declaration (Format ‘F’). Such candidates whose SPE is completed within One Year from Closing Date are eligible to apply under this recruitment. They will also be required to submit the release letter along with a selfdeclaration at the time of joining the Bank that he/she is entitled to the benefits admissible to Ex-Serviceman in terms of Govt. of India rules,
(iii) Those candidates, who have already completed their initial period of engagement and are on extended assignment, are required to submit certificate as per Proforma ’G’.
(iv) If selected, such candidates mentioned in (ii) and (iii) above, should get released and join within One Year from Closing Date. These certificates are required to be submitted at the time of interview invariably.
c. Break between Army Service and re-employment should not exceed 2 years.
d. Serving Defence Personnel likely to be released within one year of the closing date can also apply against Ex-Servicemen vacancies.
e. Ex-servicemen who have already secured employment in civil side under Central Government in Group ‘C’ & ‘D’ posts on regular basis after availing of the benefits of reservation given to ex-servicemen for their re-employment are NOT eligible for fee concession or for claiming benefits of reservation under EXS category. However, they are eligible for age relaxation
f. The period of “Call up Service” of an Ex-Serviceman in the Armed Forces shall also be treated as service rendered in the Armed Forces for purpose of age relaxation.
g. The Territorial Army Personnel will be treated as Ex-Serviceman w.e.f. 15.11.1986.
h. An Ex-Serviceman who has once joined a Government job on the civil side after availing of the benefits given to him as an Ex-Serviceman for his re-employment, his Ex- Serviceman status for the purpose of re-employment in Government ceases.
Reservation for Persons with Disability (PWD):
a) Vacancies are reserved for Disabled (Physically Challenged) Persons under Section 33 of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 (1 of 1996) as per government guidelines. Only such persons would be eligible for reservation in services/ posts who suffer from not less than 40% of relevant disability. A person who wants to avail the benefit of reservation will have to submit a Disability Certificate issued by Medical Board duly constituted by Central or State Government. The certificate should be dated on or before closing date. Formats of the certificates are enclosed at Annexures .
5. APPLICATION FEE (NON-REFUNDABLE):
An application fee of Rs 50/-. No fee will be charged for SC/ST, Women, PWD (Person with Disability), ex-TAs of O.F. Dumdum and Ex-Servicemen candidates.
6. SELECTION PROCEDURE
Short-listed candidates on the basis of written examination will be called for practical/trade test. Practical/trade test will be purely of qualifying nature. The selection will be made strictly as per merit, on the basis of written examination subject to getting qualified in the practical examination.
Note: Short-listed candidates will be called for verification of the original documents according to merit, subject to availability of vacancies and reservation rules.
a. SELECTION PROCEDURE:
The selection is made strictly as per merit, on the basis of written examination. Short-listed candidates will be called for verification of the original documents according to merit, subject to availability of vacancies and reservation rules.
There shall be negative marking in written examinations and marks shall be deducted for each wrong answer @1/4 of the allotted marks for each question.
The syllabus for the written examination will be in conformity with the educational standards and/or technical qualifications prescribed for the posts. The Questions will be of objective type with multiple answers. Questions will include a few questions on aptitude.
Duration of the examination will be 90 minutes for 100 multiple choice questions.
OFRB at its discretion may hold additional written test(s) if considered necessary for all or for a limited number of candidates as may be deemed fit by OFRB. The date, time and venue of the written examination will be fixed by the OFRB and will be intimated to the eligible candidates in due course. Request for postponement of the examination and change of center/venue will not be entertained under any circumstance.
Based on the performance of candidates in the written examination, candidates equal to 1.25 times number of vacancies shall be called for Trade Test/ Interview. Documents would be verified at this second stage. During document verification, the candidates will have to produce their original certificates. No additional time will be given and the candidature of the candidates not producing their original certificates on the date of verification is liable to be forfeited.
The appointment of selected candidates is subject to his/her passing requisite Medical Fitness Test to be conducted by the concerned Ordnance Factory Administration, final verification of education, community certificate and verification of antecedent/character of the candidate.
Final select list would be displayed in order of merit.
b. SYLLABUS :
The question paper will be set in accordance with NAC/NTC (conducted by NCVT) syllabus for the respective trades
MULTIPLE CHOICE QUESTIONS with the FOLLOWING TENTATIVE BREAK-UP
1. 70% of the questions should be in the relevant Trade
2. 5% for Reasoning (Verbal and non-Verbal)
3. 10% for Technical aptitude
4. 10% for Quantitative Aptitude
5. 5% for General Awareness on everyday life and science
Question other than technical will be of Matriculation standard.
Candidates should note that there will be penalty (negative marking) for wrong answers marked by a candidate in the Objective Type Question Papers.

There will be two different dates of examinations for Ordnance Factory Dumdum and Ordnance Factory Nalanda. We will consider additional centre at Rajgir/ Nalanda, if there are sufficient local applicants.
e. OTHER INFORMATION
The final selection of the candidates will be made in order of merit in each category separately.
Provided that SC, ST, and OBC, who are selected on their own merit without relaxed standards, along with candidates belonging to other communities, will not be adjusted against reserved vacancies. Such SC, ST, and OBC will be accommodated against the general/unreserved vacancies as per their position in the overall Merit List. The reserved vacancies will be filled up separately from amongst the eligible SCs, STs, and OBCs, candidates which will, thus, comprise of SC, ST, and OBC candidates who are lower in merit than the last general candidate on merit list of unreserved category but otherwise found suitable for appointment by relaxed standard.
An Ex-Serviceman candidate who qualifies on the basis of relaxed standards viz. age limit, experience or qualifications, extended zone of consideration, etc. will be counted against reserved vacancies and not against general vacancies subject to fitness of such candidate for selection. Such candidates will also be recommended at the relaxed standards. Deduction from the age of Ex-Servicemen is permissible against the reserved or unreserved posts and such exemption is not termed as relaxed standards in regard to age.
RESOLUTION OF TIE CASES
(a) The tie is resolved by OFRB by referring to the total marks in the written examination i.e. a candidate having more marks in the written examination gets preference over the candidate(s) with less marks.
(b) If the tie still persists then the marks in Part A are referred to i.e. a candidate having more marks in Part A is given preference.
(c) If the tie still persists, the candidate older in age gets preference.
(d) If the tie still persists, it is finally resolved by referring to the alphabetical order of names i.e. a candidate whose name begins with the alphabet which comes first in the alphabetical order gets preference.
7. ACTION AGAINST CANDIDATES FOUND GUILTY OF MISCONDUCT:
IMPERSONATION/SUPPRESSION OF FACTS/WARNING:
No Candidate should attempt impersonation or take the help of any impersonator at any stage of the selection process. Otherwise the candidates will be debarred for 10 Years from appearing in all OFRB examinations as well as debarred from any appointment in Ordnance Factories. In addition, legal action will be taken against the candidate.
Any material suppression of facts or submitting forge certificate/caste certificate by a candidate for securing eligibility and/or obtaining privileges including free travel for appearing in the examination shall lead to rejection of his/her candidature for the particular recruitment for which he/she has applied. Further, he/she will also be debarred from all examinations conducted by all OFRB/ Ordnance Factories all over the country for a period of 2 years and legal action can be initiated, if warranted.
A candidate will be debarred from examinations of all OFRB/ Ordnance Factories for a specified period/life time if (i) the candidate submits multiple applications for the same post and category; (ii) the candidate submits multiple applications with different community for the same post & category; (iii) the candidate submits multiple applications with different photo (face) for same post & category and (iv) the candidate submits multiple applications with different documents for the same post &category.
Any candidate found using unfair means in the examination or sending someone else in his/her place to appear in the examination will be debarred from appearing in all the examinations of all the OFRB for lifetime. He/she will also be debarred from getting any appointment in Ordnance Factories. Such candidates are liable to be prosecuted by lodging FIR.
Furnishing of any false information to the OFRB or deliberate suppression of any information at any stage will render the candidate disqualified and debarred from appearing at any selection or examination for appointment to Ordnance Factories or to any other Govt service. If appointed the service of such candidate is liable to be terminated.
8. GENERAL CONDITIONS:
Candidates selected for appointment are liable to serve anywhere in India.
The candidates applying for the examination should ensure that they fulfill all the eligibility conditions for admission to the examination. Their admission at all the stages of examination will be purely provisional, subject to their satisfying the prescribed eligibility conditions. If, on verification, at any time before or after the written examination and interview, it is found that they do not fulfill any of the eligibility conditions, their candidature for the examination will be cancelled by OFRB.
OFRB may hold written examination anywhere in the country. The Centers allotted by OFRB will be final and binding.
Candidates are advised in their own interest not to bring any of the banned items including mobile phones/pagers to the venue of the examination, as arrangement for safe-keeping cannot be assured.
Candidates are advised not to bring any valuable/costly items to the Examination Halls, as safekeeping of the same cannot be assured. OFRB will not be responsible for any loss in this regard.
Candidates should note that only the Date of Birth as recorded in the Matriculation/Secondary Examination Certificate or an equivalent certificate available on the date of submission of application will be accepted by OFRB for determining the age and no subsequent request for its change will be considered or granted.
The number of vacancies indicated in this Employment Notice is provisional and may increase or decrease or even become nil depending upon the actual needs of the concerned OF Administration. The OF Administration also reserves the right to cancel the notified vacancies at its discretion and such decision will be final and binding on all. In the event of cancellation of notified vacancies, the examination fee paid by the candidates will not be refunded.
Vacancies of Ex-Servicemen and persons with disability given in the above table are not separate but included in the total number of vacancies
No change of Centre of Examination will be allowed under any circumstances. Hence, the candidates should select the centers, carefully and indicate the same correctly in their applications. OFRB reserves the right to cancel any Centre/venue and ask the candidates of that entre to appear from another center/venue. OFRB also reserves the right to divert candidates of any center/venue to some other Centre/venue to take the examination.
The decision of OFRB in all matters relating to eligibility, acceptance or rejection of the applications, penalty for false information, mode of selection, conduct of examination(s) and interviews, allotment of examination centers, selection and allotment will be final and binding on the candidates and no enquiry/correspondence will be entertained in this regard.
Dates of all examinations and results are published in Employment News/Rozgar Samachar and local dailies. These are also given in the website of OFRB.
The candidates whose applications are rejected are also intimated through post along with the cause of rejection. The details of eligible as well as ineligible candidates for a particular post are also put on the website of OFRB at least one week prior to the written examination for that post. OFRB will not be responsible for any postal delay/wrong delivery of call letters/Rejection letters. OFRB do not intimate candidates who are not selected in written examination or any other test.
Selection by OFRB does not confer upon candidates any right of appointment in Ordnance Factories.
Emoluments on initial appointment will be minimum pay of the Pay band plus Grade pay plus other allowances admissible at that time.
Selected male candidates who are finally appointed are liable for active service in Territorial Army.
Any subsequent changes in the terms and conditions of this Employment Notice as per extant rules will stand good. OFRB reserve the right to consider/incorporate any subsequent changes/modifications/additions in the terms & conditions to recruitment under this Employment Notice necessitated and applicable.
SERVING EMPLOYEES: Candidates serving in any Government Department or Public Sector Undertaking including Railways should apply through proper channel or should apply directly to the OFRB, with NO OBJECTION CERTIFICATE from the employer to avoid delay. The last date of receipt of applications in the office of OFRB will not be extended on account of any delay in transmitting the application by the concerned office. Advance copy of the application without ‘’no objection certificate’’ will not be entertained. Applications received after closing date and time will also not be accepted

The filling of online application contains two parts:

Part III Physical Despatch of On line Application print out after affixing colour passport photo and signing the application form in the address given in the Link Site.
Application sent to Ordnance Factory Dumdum, Ordnance Factory Nalanda or Ordnance Factories Recruitment Board will not be considered.
1. In Part I (Registration I), candidate will have to fill basic information. On submission of details, candidate will be prompted to check the details and make correction, if any.
2. Part II (Registration II) contains filling of payment details (Payment Transaction id),
3. The application procedure will be incomplete without Part II Registration II.
4. Candidates who have to pay application fee can pay fee as per direction given in website.
5. On successful completion of the transaction and application form will be generated; which may be printed for record.
6. Candidates should keep a copy of the Application printout and Fee Receipt for their record.
7. Candidates have to download Admission Card as per instructions provided in the website.
8. Candidates will be permitted to enter Examination venue only with the proof of Admission Card along with a photo identity proof.
Part III (Registration III)
On line Application print out after affixing colour passport photo and signing the application form & enclosing Original copy of Payment Challan in the address given in the Link Site should reach by 30.11.2012.
In case candidate is claiming fee exemption, copies of certificates (Self- Attested) supporting the same must be enclosed in the hard copy of application.

OFRB will send acknowledgement through SMS/email to candidates after receipt of the same in physical format.
In addition, No Objection Certificate from the competent authority, if already employed in Railways or any Government department/public sector undertakings has to be produced during the time of Trade Test.
EX-APPRENTICES SHOULD SUBMIT THEIR APPLICATION AS INDICATED ABOVE.
10. REJECTION OF APPLICATION:
Candidates are requested to read all instructions thoroughly before sending their applications to the OFRB. Otherwise, their applications are likely to be rejected on one or more of the following reasons. In case the application is rejected, the candidate will be intimated by post regarding the reason of rejection.
11. INFORMATION & COMPLAINT
Candidate must check the web-site for updates on the examination process. OFRB entertains on-line application with facility for SMS & e-mail alerts through which candidates are provided with the information such as date and time of Examination, Interview, Practical test etc. on their registered cell phones.
A call center of OFRB is operational in Telephone number: 07014-220061 with access from 09.00 to 17.30 on all working days. Saturdays and Sundays are closed.
